開標

指依招標文件標示之時間及地點開啟廠商投標文件之標封，宣布投標廠商之名稱或代號、家數及其他招標文件規定之事項。有標價者，並宣布之。

開標應允許投標廠商之負責人或其代理人或授權代表出席。但機關得限制出席人數。
